In the not-too-distant future, in an urban center in America, welfare has been privatized. Society is divided into those who must wear the patches of corporations, and the elite celebrities and politicians who keep their autonomy. When Rick, a citizen with a patch, comes to the Mayor's office with the temerity to ask a question, it's more difficult to get an audience with her than he thought--and when he finds himself face-to-face with the architect of the whole patch system, the trouble really begins.
